What is IHSS?

In-Home Supportive Services (IHSS) assists low-income older and disabled adults who need assistance to remain safely at home by providing payment to care providers. IHSS is considered an alternative to out-of-home placement, but does not provide 24-hour care.
IHSS Services:

  • house cleaning
  • meal preparation
  • laundry
  • grocery shopping
  • personal care (such as assistance with bathing, grooming, toileting, etc)
  • accompaniment to medical appointments

 

Who Qualifies to receive IHSS?

• Medi-Cal-eligible Napa County residents who are 65 years of age or older, blind, or disabled. Disabled children may also qualify for IHSS.
• Individuals under age 65 must have a permanent disability or a disability expected to last 12 months or more.
• Individuals must not reside in a licensed care facility, such as a skilled nursing facility, assisted living facility, or a board and care home.
• Individuals must be at-risk for out-of-home placement if services are not provided.

In Home Supportive Services (IHSS) Public Authority (IHSS Provider Registry)

The Public Authority maintains a list (registry) of available IHSS providers that provide personal care and/or domestic services to those enrolled within the county’s IHSS program.

Who can be an IHSS provider?

If you are interested in becoming an in-home care provider please click here.

If you are interested in applying to work as an in-home care provider please contact the Public Authority and ask to be included in our next orientation session.
You will be required to provide the following:

  • A completed application
  • A valid ID
  • A Social Security card

 

Potential providers must pass a background screening process (including criminal record), and attend program orientation. Employment hours are flexible and are determined by the individual client who is authorized to receive IHSS.

The IHSS Public Authority is the “Employer of Record” for all IHSS providers for the purposes of collective bargaining and working conditions. IHSS PA Memorandum of Understanding (MOU) 2009-2010
