In 1996, California voters passed Proposition 215, also known as the Compassionate Use Act. The Act made the medical use of marijuana legal in California. However, it did not provide an effective way for law enforcement to properly identify patients who were legally protected by the Act. As a result Of Senate Bill 420, the Medical Marijuana Program (MMP) was established by the California Department of Health Services in 2004. The MMP allows qualified patients to apply for and receive Medical Marijuana Identification Cards for themselves and their primary caregiver though their county of residence

Napa County residents with a recommendation from a physician for medical cannabis and their caretakers are eligible for this program.

Turn in Your Application

    • Applications will be accepted ONLY THURSDAYS from 1:30 PM to 3:30 PM.
      • Call (707) 253-4506 for an appointment.  
    • Please bring the following with you:
      • A valid government-issued photo identification.
      • Proof of residency in Napa County.
      • A recommendation from your physician for medical cannabis.
      • Medi-Cal card (only if applicant has Medi-Cal).
      • Your photo will be taken on the day you submit your application.
      • Forms of payment: A check or money order payable to “Napa County” for the correct fees or credit / debit card (cash is not accepted).
        • Non Medi-Cal Patients: $124.00
        • Qualified Medi-Cal patients: $62.00 (Medi-Cal card required as proof)
