The Local Oversight Program (LOP) for Napa County oversees the investigation and cleanup of toxic releases that threaten groundwater in all areas of Napa county. Most sites typically become part of the LOP when a release from an Underground Storage Tank (UST) is reported. Two programs are managed locally: cases in the State Petroleum Underground Storage Tank Cleanup Fund (Fund) administered by the State Water Resources Control Board (SWRCB), and the Spills, Leaks, Investigations and Cleanup (SLIC) program, which covers sites with chemical releases that have contaminated soil or groundwater. Fund sites are paid for by contract with the SWRCB and SLIC sites are paid for by responsible parties. Neither program represents a cost to the residents of Napa County.
