Code Compliance UnitBuilding Division

The Code Compliance Division of the Planning, Building, and Environmental Health Department is responsible for enforcing the State and County Codes, which include the Zoning Ordinance, and the California Building Codes pertaining to private residential and commercial properties in the unincorporated areas of Napa County. Enforceable codes cover public nuisances, vehicle abatement, zoning and land use violations, conservation violations, and building code violations.

Complaints related to alleged violations are received in various ways; citizen complaints, Board of Supervisor referrals, and department and staff observations. Complaints that have imminent threat of public safety are immediately referred to and handled by the appropriate department, and all other complaints are prioritized by severity of violation. If you believe you have a violation to report, please fill out complaint form. The complaint will be directed to the Code Compliance Division and an investigation will begin.

 

Violations:

The Code Compliance Officer is authorized to enforce codes pertaining only to the unincorporated areas of the county. Please feel free to call 707.253.4417 and check to see if the property is located in either the City or the unincorporated before filing a complaint, as delays may occur. Common types of violations that are enforced include, but are not limited to:

    • Short Term Rentals
    • Land use violations (uses on a property)
    • Construction without a building permit
    • Construction and/or earth moving along creek/rivers
    • Property maintenance, public nuisances
    • Excessive vehicles and/or vehicles parked in the front area of a yard in excess of three days  

 

All complaints are kept confidential and may be submitted using the citizen complaint form. Please fill out the complaint form, include your name and contact information so that the Code Compliance Office may contact you if he/she has additional questions. The form will be emailed to the department and routed to a Code Compliance Officer. You may also call and submit a complaint by telephone or submit a complaint in person at our offices at 1195 Third Street, Second Floor, Napa, CA.
