DBE Methodology Public Notice

NAPA COUNTY AIRPORT

FEDERAL AVIATION ADMINISTRATION

DBE GOAL FOR FEDERAL FISCAL YEARS 2022-2024

In accordance with 49 CFR Part 26.45(g), Napa County Airport, as a recipient of U.S. Department of Transportation (DOT) assistance, announces a proposed Federal Aviation Administration (FAA) Disadvantaged Business Enterprise (DBE) overall goal of 6.4% for Federal Fiscal Years 2022-2024. This race-neutral goal represents the percentage of work to be performed by certified DBE firms on Napa County Airport federally-assisted projects. The methodology used to determine the proposed goal and rationale will be available for public inspection for thirty (30) days from the date of this notice upon request. 

The Airport will host a webinar on Thursday, February 15, 2024 at 10:00 am (PT) to present the methodology for establishing the proposed DBE goal, provide an opportunity to the public for comments, and questions about the Airport’s DBE program and proposed DBE goal. Click here to register for the webinar.

The Airport and the U.S. Department of Transportation will accept written comments on the proposed goal for 30 days from the date of this notice. Written comments to Napa Valley’s Airport DBE Liaison Officer, Katherine Bales, may be emailed to [email protected] or mailed to 1195 Third Street, Room 101, Napa, CA 94559. Written comments can also be sent directly to the Federal Aviation Administration Office of Civil Rights, DBE/ACDBE Compliance Specialist for the Western Pacific Region, P.O. Box 920078, Los Angeles, CA 90009-2007. Written comments at both locations will be accepted until February, 16, 2024.

Please note: There is no commercial airline service into, or out of the Napa County Airport. You may consider charter options through Atlantic Aviation to take advantage of air transportation services from the Napa Airport.

For commercial airline services, the closest airports from Napa are Sonoma County (Santa Rosa), Oakland International, Sacramento International, and San Francisco International.

Revenue

Napa County Airport is financially supported through its enterprise fund, along with Federal and State grants for capital improvements. There is no County general fund support.
