Flood & Water Resources
The Napa County Flood Control and Water Conservation District (District) is the local sponsor for the award-winning Napa River Flood Management Plan and administers water supply contracts, watershed management and stormwater management programs throughout Napa County. The District’s mission is the conservation and management of flood and storm waters to protect life and property; the maintenance of the County watershed using the highest level of environmentally sound practices; and to provide coordinated planning for water supply needs for the community.
Programs
Napa River and Creek Flood Project
The project will restore more than 900 acres of high-value tidal wetlands of the San Francisco Bay Estuary while protecting 2,700 homes, 350 businesses, and over 50 public properties from 100-year flood levels, a savings of $26 million annually in flood damage costs.
Watershed Management and Stream Maintenance
This involves maintenance of the Napa River and its tributaries which includes specialized watershed programs and services funded by local assessments as well as State and federal grants.
The District has updated the Stream Maintenance Program (SMP) Manual, which provides the organizational framework to oversee the District’s routine stream maintenance activities. The District has determined that the updated Napa County SMP could have a significant but mitigable effect on the environment and the District has adopted a mitigated negative declaration. Program documents, including the Initial Study/Mitigated Negative Declaration (IS-MND), which was updated to incorporate comments received from two state agencies, are available for review and download from the following links.

Stormwater Management
Napa County and the Cities of American Canyon, Napa, St. Helena, Calistoga and the Town of Yountville collectively administer the Napa County Stormwater Pollution Prevention Program.
Water Resources
This information includes the Flood District, Milliken-Sarco-Tulocay (MST) Water Project, and information on watershed projects throughout Napa County.
