Appeals & Claims Against County

Interested persons may appeal any discretionary action or decision of the approving authority (the officer, director, agency, commission, or department who made the decision being appealed). Activities and decisions subject to appeal include, but are not limited to:

  • Certificates of Legal Nonconformity
  • Refusal to issue a Building Permit
  • Temporary Event Licenses
  • Temporary Trailer Permits
  • Tentative Parcel Maps
  • Use Permits
  • Variances

Board of Supervisors Appeal

To appeal a decision to the Napa County Board of Supervisors please complete the Appeal  Handbook (PDF), which contains the Notice of Intent to File and Appeal Packet cover sheet. *PLEASE NOTE:  Filing submission deadlines have been changed to prior to 2 p.m.  (Please refer to page nos. 5, 7, 8 & 11 of the Appeal Packet.)

California Code

California Government Code Section 910 describes the information which must be contained in a claim against a Government entity. Section 911.2 provides that claims arising from a death or personal injury or damage to personal property or growing crops must be presented not later than 6 months after the occurrence on which the claim is based.
