Policy Documents

The following documents are used to guide development in the unincorporated areas of Napa County. These documents, along with the Zoning Code, are referenced by the Department's land use planner when reviewing and approving applications for permits. Housing Element

General Plan

The County's General Plan serves as a broad framework for planning the future of Napa County. This General Plan is the official policy statement of the County Board of Supervisors to guide the private and public development of the County.

Winery Definition Ordinance (WDO) Environmental Impact Report (EIR)

On February 28, 1989, the Napa County Board of Supervisors accepted for “the purpose of the environmental analysis” Draft 5c of the proposed WDO. As a result, the EIR provided herein was prepared to identify and evaluate the significant impacts associated with this draft WDO and the final WDO Number 947 as adopted by the Napa County Board of Supervisors on January 23, 1990.

Napa Valley Business Park Specific Plan

The Napa County's Napa Valley Business Park Specific Plan and EIR are intended to guide and facilitate the development of the designated 2,945-acre Napa County Airport Industrial area. The plan recognizes the economic importance to the County and region of the Napa Valley Business Park area and responds to the area's identification in the Napa County General Plan as the principal unincorporated location for industrial development.

Airport Land Use Compatibility Area Plan

This document sets forth the policies and criteria that the Napa County Airport Land Use Commission (ALUC) uses in evaluating land use plans and proposed development in the vicinity of the public-use airports located within Napa County.

Baseline Data Report (BDR)

The BDR is envisioned as a living document and database that covers environmental and resource topics in Napa County, including but not limited to topics such as natural, cultural and historical resources. Over time, the BDR will be maintained and updated and those updates can be found online, or on our Geographical Information System (GIS).
