Express Permit Program

Express permits are processed for Residential Small Project Types and can be submitted through the Napa County's Online Permit Center. See below for the appropriate checklist that must be attached to your submittal.  All plans must comply with electronic drawings and document submittal standards or they may be delayed in processing.  The average processing time for an express permits is 3 to 5 business days once the submittal requirements have been accepted. Once reviewed and approved, an online payment may be made to have the permit issued.

Express Review Project Types - Residential only

Only Residential project types are allowed to be submitted for Express Permits.  Click on the eligible project type below to find the submittal standards and obtain the checklist that must be submitted with your application.  For electronic submittals, only one complete set of plans (stamped/signed) are required. 

Please Note: Projects in the floodplain or floodway and those projects requiring additional permits from Planning or Environmental Management do not qualify for express review.

Accessory Metal Storage Containers
Carports
Less than 600 square feet.
Decks
Residential less than 600 square feet not over one level and not more than eight feet above grade. 
Demo PermitsDetached Outdoor Kitchens
Less than 600 square feet in floor area and open on three sides.
Entry Gates and Fences
Only those not requiring special fence permit.
Electric Vehicle (EV) Charging Stations
Type 1 and type 2.
*Electrical Service Upgrades and New Service Panels
Not exceeding 600 amps
Provide a Site Plan showing location of the service an location of electrical and trenching.
Garage/Storage Buildings
Less than 600 square feet and not more than 15 feet in height.

Generators and Transfer Switches
Commercial Generators are accepted via online, use express commercial.
Interior Dwelling Alterations
No exterior or interior impact to load-bearing walls or results in renovation of 50% or more of the entire space.
*Master Plan Swimming Pools
Approved Master Plan must be on file.
*Master Plan Water Tanks
10,000 gallons or less. 
Approved Master Plan must be on file.
Mechanical Buildings (Pump Houses)
Structure only and a floor area less than 600 square feet.
Non-Commercial Agriculture Buildings
Less than 600 square feet, single-story, not more than 15 feet in height and not the first structure on the property.
Pre-Manufactured Greenhouses
Less than 600 square feet.
Propane Tanks
Above ground and under 500 gallons.
Outdoor Fireplaces and Fire Pits
Freestanding only.
Retaining Walls
Not cave portals and not associated with road and structure surcharge loads.
*Roof Pitch
Small changes only. Subject to review of scope.
*Siding Repair and Replacement
Provide site plan showing all improvements, a floor plan showing location of siding replacement, and the type of siding being proposed
Solar and/or Electrical Storage Systems
15 Kilowatt (kW) or less.
Storage Buildings
Less than 600 square feet, conventionally framed, unconditioned and without plumbing.
Trellis, Gazebos and Patio Covers
Less than 600 square feet.
Window and Door Replacement
With no structural alterations.
