Engineering Division
The Engineering Division has the primary responsibility for processing grading and floodplain management permits, evaluating private roadway design and preliminary road exception applications, and enforcing stormwater pollution and prevention measures.
We provide information and assistance to the public regarding compliance with various land development and environmental policies and regulations at the federal, state, and local levels. The Engineering Division is also responsible for the Federal Emergency Management Agency (FEMA) Floodplain Management implementation and resources, and implementation of the Napa County Road and Street Standards.
Fire Rebuild Guidance: Applicability of 2023 Road and Street Standards for Fire Rebuild Projects
The 2023 Napa County Road and Street Standards (RSS) offer relief to fire rebuild projects under Section Two (2).
The Engineering Division has created this applicability guide to provide guidance to fire rebuild projects in determining the allowable structure size to gain relief from the RSS.

Engineering services not listed below are part of the Public Works Department. These services include reviewing record map submittal and processing applications for lot line adjustments and certificates of compliance. Additionally, the Engineering division in the Public Works Department will continue to be responsible for maintaining land development records such as record maps and right of way mapping. You may also continue to contact the surveyor via the Public Works Department.
Napa County Floodplain Ordinance
Issuance of floodplain management permits, and the implementation of codes, regulations and standards to reduce the potential for floods, and to minimize the potential for flood-related losses, both public and private, thereby promoting the public health, safety and general welfare of the residents of this County.
Napa County Excavation & Grading Ordinance
Issuance of grading permits and inspection of excavation, grading and earthwork construction, including fills and embankments.
Napa County Road & Street Standards
Evaluation of private roadway design and preliminary road exception applications in accordance with the objectives and design criteria Napa County Road and Street Standards while striving to maintain the preservation of the health, safety, and welfare of the public.
Napa County Stormwater Ordinance
Enforce stormwater pollution and inspect stormwater pollution prevention best management practices in an effort to reduce the adverse effects of polluted runoff discharges to protect and enhance watercourses, fish, wildlife habitat.

Update to Water Availability Analysis
A Water Availability Analysis is conducted as part of the discretionary groundwater permit application review process for projects located in the unincorporated county. The proposed changes reflect the guidance staff received from the Board of Supervisors and the Groundwater Resources Advisory Committee (GRAC).

Agricultural Protection Advisory Committee (APAC)
The County Executive Officer announces the newly created Napa County APAC. This ad hoc committee is intended to serve as an advisory committee to the Planning Commission for purposes of making recommendations to the Planning Commission on a variety of winery development and agricultural protection measures.
