Board History
Below is information regarding the historical organization of the County, elected offices, districts, and terms, since its creation in 1850 broken up by decades when significant changes occurred.
1852
- Three supervisors elected countywide
- No districts; one year terms
- Met as needed
1855
- County is divided into 3 townships, a supervisor representing each
- Supervisors not required to live in district they represent
1857
- Regular meetings on the 1st Monday of February, May, August and November

Still 3 supervisors with 1 year terms ... but
1861
- Lake County is formed and Napa County shrinks in size by half
1864
- Supervisors still elected countywide - but now required to live in district they represent.
1874
- Board and terms grow; Supervisor districts designated
– 5 supervisors, 2 year terms
– 4 Supervisor districts
- District 1 - Napa Township. - 2 Supervisor\
- East Napa and West Napa district
- District 2 - Yount Township
- District 3 - Hot Springs Township
- District 4 - Pope Valley & Knox Township
- Controversy! 5 new supervisors elected
- 3 former supervisors refuse to cede seat
- Result: Legislature passes special bill: all 8 will joint serve for one year
1884
- Five Supervisor Districts
- 1 – West Napa
- 2 - Yount
- 3 – Hot Springs
- 4 – Knox
- 5 – East Napa
- Four year Supervisor terms
- Districts same geographic size until 1960s!
- 1 – West Napa
