Housing Support Program (HSP)

Housing Support Program (HSP) promotes housing stability for families in the CalWORKs program. Lack of housing serves as a barrier in obtaining employment and overall Self-Sufficiency.  HSP is a resource to help eliminate this barrier and provide housing assistance for CalWORKs families.  All eligible CalWORKs families are able to receive HSP regardless of their assets or income levels.

To qualify for HSP a CalWORKs family must:

  1. Have someone in the household be in receipt of CalWORKs or be part of the Family Reunification CalWORKs program; and
  2. Be a current resident of Napa County; and
  3. Be considered literally homeless following the U.S Department of Housing and Urban Development (HUD) definition; and
    • Lacking a fixed and regular nighttime residence
    • Having a primary nighttime residence that is a supervised publicly or privately operated shelter designed to provide temporary living accommodations
    • Residing in a public or private place not designed for, or ordinarily used as regular sleeping accommodation for human beings
    • In receipt of a judgment for eviction, as ordered by a court.
  4. Be willing to participate in the program and work with our housing case managers.

HSP Program will provide ongoing case management and housing location assistance.  CalWORKs families may also qualify, depending on situation, for payment assistance for one or more of the following:

  • Rental application fee(s)
  • Credit report(s)
  • Moving expenses
  • Rental payment(s)
  • Security deposit
  • Utility deposits
