The Lake Berryessa Resort Improvement District (LBRID) and the Napa Berryessa Resort Improvement Districts (NBRID) are two Special Districts of the State of California, and are two of only seven Resort Improvement Districts created in the State before the Resort Improvement District Act was repealed in the 1970s. Both District’s provide water and wastewater services to separate small communities in the unincorporated areas of Napa County – LBRID provides these services to Unit 2 of the Berryessa Estates in Pope Valley, and NBRID provides the services to Units 1 and 2 of the Berryessa Highlands and the adjacent Oakridge Estates all located east of the City of Napa on the south end of Lake Berryessa.
The water systems for both Districts are regulated by the Mendocino District of the California Water Resources Control Board - Division of Drinking Water, and their respective wastewater systems are regulated by the California Water Resources Control Board – Central Valley Regional Board.
While separate entities, both Districts are governed by the Napa County Board of Supervisors acting as each District’s Governing Board. Through a support services Agreement, various Napa County employees act as administrative, management, engineering, and financial staff for the Districts.
