How to Enroll as an IHSS Care Provider

Active Providers

Once you are activated as an IHSS provider, you'll be sent a letter in the mail with your provider number. 

Payroll Information

The IHSS Provider wage is increasing to $16.95 effective January 1, 2023.

If you have an IHSS Recipient that you would like to work for, please fill out the following form and return it to our office. 

We recommend all providers enroll in eTimesheets, a portal for IHSS Providers and Recipients, for all of your payroll needs. You can fill out timesheets, print paycheck stubs, set up direct deposit, and more. Providers that do not sign up for eTimesheets will automatically be enrolled in the Telephonic Timesheet System. Please feel free to contact us if you need assistance enrolling in eTimesheets.

Beginning July 1, 2023, all IHSS and WPCS providers who do not live with their recipient are required to check-in and out at the beginning and end of each workday.

Non-Live-in Providers are able to check-in and out using either the new IHSS EVV Mobile Application (App), the Electronic Services Portal (ESP), or the Telephone Timesheet System (TTS) using the recipient’s landline telephone. 

  • There are no penalties for providers for making corrections to their timesheets in regard to check-in, check-out and location information. Providers should make corrections before submitting their electronic timesheet to their recipients.
  • There are no changes for providers that live with their recipient. Live-in providers will continue to complete and submit their electronic timesheet to their recipient for approval the same way they do today.
  • There are no changes for recipients. Recipients will continue to review and approve their provider’s electronic timesheets the same as today. The EVV requirements do not change how recipient services are authorized or how recipients receive their services.

Career Pathways for IHSS Providers 

The IHSS Career Pathways provides training opportunities to IHSS providers in California. The program’s goal is to recruit and retain current IHSS providers while providing training opportunities to enhance providers’ skills and knowledge on how to best care for consumers. Courses are available through the California Department of Social Services through December 31, 2024. Claims must be submitted by March 31, 2025. Paid Sick Leave

Beginning July 1, 2018, active IHSS Providers who met the eligibility criteria received annual Paid Sick Leave (PSL) each State Fiscal Year.

  • A fiscal year begins on July 1 and ends on June 30th. 
  • To request PSL, an IHSS Provider must complete and submit the paper version of the IHSS Provider Paid Sick Leave Request Form (SOC 2302) or using their IHSS Electronic Services Portal (ESP) account.
  • You can learn more about the PSL program information on the CDSS website.
  • If you have any questions about sick leave earnings, usage, and balance, call the IHSS Service Desk at (866) 376-7066 during the normal business hours of 8am-5pm, Monday through Friday, excluding major holidays.

Retirement Savings

CalSavers is a retirement system designed to make saving for retirement possible for all Californians, including IHSS Providers. IHSS Providers can sign up as individuals and set up automatic contributions to be withdrawn from their bank accounts. Learn more at: saver.calsavers.com

Direct Deposit

Beginning July 1, 2022 IHSS and WPCS providers will be required to use Direct Deposit or a pay card to have their paychecks automatically deposited into a bank account or loaded onto a pay card of their choice. Click here to learn more.

Worker's Compensation

If you are injured or become ill while completing authorized tasks for your IHSS Recipient, you may be eligible for Worker's Compensation. Please contact the IHSS Public Authority as soon as the injury occurs to start the claim process.
