If you know someone giving legal advice without a license, that is the unauthorized practice of law and should be reported to the State Bar and law enforcement.
There is no cost to file a complaint with the State Bar.
You do not need to be a U.S. citizen to file a complaint with the State Bar.
The State Bar does not ask for or track immigration or citizenship status.
If an attorney loses their license to practice, but continues to take and advise clients, that is the unauthorized practice of law and should be reported to the State Bar and law enforcement.
