Project Scope
In 2004, the need to replace the existing downtown Napa jail was identified and the Adult Correction Master Plan was developed with collaboration between Napa County Department of Corrections, the Probation Department, the Sheriff’s Office, the Offices of the District Attorney and Public Defender, Health and Human Services Agency, Napa County Courts, and the Napa Police Department. After community meetings and discussions, the Board of Supervisors determined that a replacement jail should be located outside of downtown Napa, and subsequently a site on Napa Vallejo Highway, near Syar Industries, was purchased to house the replacement jail and a re-entry facility.
The new Jail Facility will be designed to include eight 32-Bed Housing pods, two 24-Bed Dormitory Housing units and Medical and Mental Health Services spaces (28-Beds and 2 Isolation rooms) for a total of 332 total Beds. In addition, the facility will include all of the necessary functional spaces to operate a fully functional Jail facility.

Budget/Financing:
The Architect's estimate for construction is $95,000,000.
Procurement Qualifications:
General contractors must be on the Pre-qualified contractor list to be eligible to bid on the project. Subcontractors are not required to be prequalified.
To access the “Napa County Replacement Detention Facility, PW 20-100” project plans and specifications for download, every bidder MUST execute Napa County’s Non-Disclosure Agreement (NDA), and complete the Request for Plans and Specifications (RPSF) form (Excel file).
Please download the NDA (PDF file) and complete the fillable fields and electronically sign the document; then complete the RFPS form (Excel file) and follow the document saving procedures. When complete email BOTH the NDA (as an electronically signed PDF file) and the RFPS (as an Excel file) documents to:

Napa County staff intends to process the NDA agreements on the same day if received before 1:00 PM, but no later than the following day (for requests on Friday, the next day would be the following Monday). Incomplete or incorrect information provided in NDA and RFPS forms will be returned for completion or correction and may cause delays in obtaining the plans and specifications. Please ensure that the email address provided is accurate, sending misspelled or invalid email address will result in a delays in receiving plans and specifications. Due to the high volume of requests, turn around time may take 2-3 days.
Upon receipt of a properly completed NDA and RFPS, Napa County will email the contact person noted in the RFPS with a link to the Napa County Public Works External SharePoint web site. Follow the link to receive a code to access the project documents. (Note, please save the email address with the link to the Public Works External SharePoint site supplied by County staff as you will need this link to access any addendums to the project documents).
