[ARCHIVED] Napa County Public Works Annual Letter for 2020

Dear Sir or Madam: 

On September 28, 2010 the Napa County Board of Supervisors (Board) adopted a resolution electing to be subject to the Uniform Public Construction Cost Accounting Act (UPCCAA) for Napa County Public Works Projects. Effective January 1, 2019, those amounts changed to public projects costing between $60,000 and $200,000. The County’s ordinance authorizes the use of informal bidding procedures in compliance with UPCCAA. 

Under the informal bidding procedures, the Director of Public Works is authorized to develop and maintain lists of contractors in accordance with Section 22034 of the Public Contract Code and criteria promulgated from time to time by the California Uniform Construction Cost Accounting Commission. Napa County is creating their lists of contractors which may be interested in performing public works projects to be informally bid for calendar year 2020. 

Once contractors are on the list, a notice inviting informal bids for projects costing between those amounts set forth above will be mailed to all contractors in the list for the category of work to be bid. Being on the list assures contractors notification of informally bid projects where that contractor has notified the County that the Contractor has the appropriate license required for that work. If new licenses are secured through the course of the year, Contractors shall contact the County to update their information so that they may be added to the additional relevant list. 

Contractors not on the lists may still bid on informally bid projects; however, they will not be sent a notice inviting informal bids from the County. UPCCAA designated Construction Trade Journals, such as the North Coast Builders Exchange, will be sent a notice inviting informal bids and contractors can find out about informally bid projects from the designated Construction Trade Journals. Napa County’s designated Construction Trade Journals per UPCCAA are listed in Exhibit A (see full letter). UPCCAA does provide for Napa County to notify additional contractors and/or construction trade journals beyond those on the list. 

Contractors interested in being included in the lists must submit the following: 

  • Name & Address: The name and address to which notices of Public Projects should be mailed. Please include the main e-mail address. 
  • Phone Number: A phone number at which the contractor may be reached.
  • Type of Work: The type of work that the contractor is interested in and currently licensed to perform (earthwork, pipelines, electrical, painting, general building, etc.). 
  • License Classification & Number: The class of contractor license(s) type held and the contractor’s license number(s).
  • Email Address: The best email address at which the contractor may be reached.
