Napa, CA — The Napa County Board of Supervisors awarded an enhanced $2.1 million of Tobacco Master Settlement Agreement (MSA) grant funding to projects from community providers to help support critical safety net services for the upcoming fiscal year. Over the next three years of enhanced MSA funding, the County committed to providing $4 million to community-based organizations through this year’s process. “This funding will support the important and complementary efforts of our nonprofit providers as our community continues to recover from the effects of the pandemic,” Ryan Gregory, Chair of the Napa County Board of Supervisors, said. “The Board of Supervisors has affirmed our commitment to this great work by enhancing this funding again for the next three years.”
Since 2001, Napa County has dedicated millions of dollars in tobacco settlement funds to community-based organizations through a competitive grant program. In response to the COVID-19 pandemic, the Board increased the amount of MSA funding available in the past two years (FY20-21 & 21-22) by $1M each year. This increased the historical $1.1M distributed annually to community providers to an elevated $2.1M annually. In March 2022, The Board committed $3 million of American Rescue Plan Act (ARPA) funds to make $3 million in General Funds available to continue funding an “Enhanced MSA Grant” process. The Board directed an additional $3M by increasing the annual amount to $2.1M (versus $1.1M) for the next three Fiscal Years 22-23, 23-24, and 24-25.
Minh Tran, Napa County CEO, said Napa County is unique in providing MSA settlement funds to community-based organizations to meet critical needs. “In Napa County we recognize the extraordinary value of our community providers and the benefits of partnering together to address critical needs in a coordinated, aligned manner,” he said.
Jennifer Yasumoto, Napa County Director of Health and Human Services Agency (HHSA), added that HHSA works closely with these partners to ensure that the County has a strong and wide-ranging safety net in place. “This MSA funding plays a critical role in filling the nooks and crannies of our safety net-- services government cannot provide and that providers often find difficult to fund through traditional state and federal funding opportunities,” she said. “These programs are inextricably linked to the County’s many programs, and we in turn refer clients to these programs for a comprehensive system of health and human services in Napa County. We are all fortunate to live and work in a County that prioritizes discretionary funding for the well-being of all residents.”
