NAPA, CA – Napa County will be hosting a groundbreaking ceremony for the new Napa County Replacement Detention Facility on March 13 from 10:30 a.m.–12 p.m. at the jail’s new location at 2210 Napa-Vallejo Highway in Napa.
The $133 million project will consist of a new single-story 109,302-square-foot jail facility with 332 beds, including two 24-bed dormitory housing units and 28 beds in a modern mental health/medical unit. Mental health services within the new jail will continue to include tele-psychiatry and medication and will be expanded to allow for individual and small group psychotherapy, life skills curriculum and pre-release planning and service coordination. New features will include program/treatment classrooms that can accommodate traditional classroom-style learning, cognitive behavioral groups or small group learning.
“Inmates with mental health issues are the most rapidly increasing population in county detention facilities,” said Board of Supervisors Chair Belia Ramos. “The Napa County Board of Supervisors has long believed our inmate population would be better served by expanding county mental health facilities and services.”
“Compared to what we offer at the current jail, the new facility will provide the space for enhanced mental health and rehab services and programs for our inmates,” said Director of Corrections Dina Jose.
Other features of the replacement facility include housing support and program rooms, medical clinics, intake, jail administrative offices, a lobby/public visitation area, a vehicle sally port, secure fencing, and site furnishings.
In 2004, the need to replace the existing downtown Napa jail was identified and the Adult Correction Master Plan was developed in collaboration with the Napa County Department of Corrections, the Probation Department, the Sheriff’s Office, the Offices of the District Attorney and Public Defender, Health and Human Services Agency, Napa County Courts and the Napa Police Department. The current jail located in downtown Napa (1125 Third Street) opened in 1976 with 60 beds, expanding in 1989 to its current capacity of 276 beds due to overcrowding. After community meetings and discussions, the Board of Supervisors determined that a replacement jail should be located outside of downtown Napa. Subsequently, a site on Napa Vallejo Highway near Vulcan was purchased to house the replacement jail.
In October of 2022, the county awarded a $96.6 million construction contract to Broward Builders Inc. The project architect is Lionakis and the consulting construction manager is Vanir Construction Management, Inc.
Construction began at the end of 2022 and the project is expected to be complete at the end of 2024 and operational spring 2025.
