[ARCHIVED] Douglas Durward Appointed Director of Napa County Department of Child Support Services

Napa County - The Napa County Board of Supervisors announced the appointment of Douglas Durward as the new Director of the Napa County Department of Child Support Services (DCSS) effective December 31, 2023, following the retirement of Janet Nottley.  

Since joining Napa County DCSS in 2006, Durward has played a pivotal role in navigating the department through significant transitions, from implementing a new computer system to welcoming a new director. His journey within DCSS includes serving as lead attorney before being promoted to assistant director in 2022, the role he currently holds. 

As a seasoned legal professional, Durward began his career in the 1990s in Santa Cruz County, representing clients in consumer bankruptcy and family law cases. After law school he practiced civil rights’ litigation, family law and juvenile dependency law, representing clients in almost every level of federal and state court. Durward’s extensive legal background, coupled with experiences such as being elected student bar president and serving as assistant editor of the law review, positions him well for the responsibilities of leading Napa County DCSS. 

Belia Ramos, chair of the Napa County Board of Supervisors, commended Durward’s appointment, stating, “We are confident that Doug’s wealth of experience and dedication will continue to elevate the Department of Child Support Services in Napa County.” 

Upon assuming this new role, Durward reflects on the collective effort that led Napa County DCSS to be recognized as a top-performing child support agency in California in 2023. He credits the committed staff, many with over a decade of service, highlighting their longevity and dedication as essential factors in achieving outstanding results. Durward also expressed admiration for his predecessor’s dedication to the children of Napa County and emphasized his commitment to building on her legacy.  

“I consider myself incredibly fortunate to work in a field that I am truly passionate about, with some of my favorite people in the world. I am grateful for the trust bestowed upon me by my colleagues and the County, and I look forward to ensuring that this department remains a shining star statewide.” 

Durward holds a B.A. in Economics with honors from University of California, Santa Cruz and was valedictorian of the 2001 class at Lincoln Law School in San Jose, where he received his Juris Doctor. Durward received the Master Certificate for High Performance Leadership from the National Association of Counties in April 2023. 

Durward has served in a statewide capacity for the California Child Support Director’s Association for many years, including the Bankruptcy Subcommittee, the Legal Practices Committee and the Legal Advocacy Workgroup. He is a scheduled presenter for the 2024 CSDA Annual Conference on the subject of Legislative Changes and Trends in Child Support.
