Board of Supervisors approve wage increase for In-Home Supportive Services (IHSS) providers

NAPA COUNTY – At its regular meeting on February 6, 2024, the Napa County Board of Supervisors, sitting as the In-Home Supportive Services (IHHS) Public Authority Governing Board, approved an agreement with IHSS providers represented by SEIU Local 2015, that increases wages to $20 per hour. This wage increase benefits over 1,500 dedicated IHSS providers who provide essential care to older adults and individuals with disabilities within the county.  

“The Napa County Board of Supervisors highly values the important work of IHSS providers to preserve the well-being of our older adults and people with disabilities to allow them to continue living in their homes,” said Chair Joelle Gallagher. “This agreement not only recognizes the invaluable contributions of these providers, but the County’s commitment to investing in their well-deserved compensation.”

As a Public Authority, the IHSS program is financed through federal, state and county cost-sharing. The goal of the program is to enable low-income older adults and those with disabilities who are at-risk of being placed in institutional care facilities to continue residing safely in their homes with the assistance of a care provider.

“The Napa County Health and Human Services Agency (HHSA) greatly appreciates the support of the Board of Supervisors,” said HHSA Director Jennifer Yasumoto. “This increase in wages is an investment in our IHSS program and positions the county well in recruiting and retaining IHSS providers who provide essential caregiver services allowing residents to remain in their homes.”

This wage increase will elevate the hourly rate from $17.45 to $20 and will be effective May 1, 2024. Further investments include professional development of IHSS providers through a commitment of up to $10,000 annually in comprehensive training, including essential skills such as cardiopulmonary resuscitation (CPR), and up to $5,000 annually in personal protective equipment (PPE). The agreement with SEIU 2015 is effective through June 30, 2027.
