1. What is Medi-Cal?

Medi-Cal is California’s free or low-cost healthcare coverage for California residents who meet eligibility requirements for the healthcare program. 2. What is the difference between Medi-Cal, Medicaid and Medicare?

• Medicare is a Federal program which provides basic health insurance to eligible recipients over age 65, and people who are under 65 and disabled, will get Part A, Part B and D after receiving Social Security benefits for 24 months
• Medicaid is a joint Federal-State program which provides (among other things) long-term care for seniors
• Medi-Cal is what the Federal Medicaid program is called in California. Medicare and Medi-Cal work in conjunction with other health insurance companies (such as Kaiser, Blue Cross, etc.) to provide medical services to clients.

3. Who is eligible for Medi-Cal?

You may be eligible for Medi-Cal if you are:

• 65 or older
• Blind or disabled
• In a skilled nursing home or intermediate care home
• A child under the age of 19 (or up to 26 years of age if claimed as a tax dependent by parents)
• A parent or caretaker relative of a child under 21

4. How is Medi-Cal eligibility determined?

Eligibility is determined based on certain qualifications, including: Tax Household, resources, income, and residency; as well as, whether or not the applicant is aged, blind or disabled or has dependent children in the home whose parent(s) are unemployed, deceased, disabled or absent. Comprehensive Serivces for Older Adults (CSOA) Medi-Cal staff reviews resources and income information for all household applicants. Resources can include bank accounts, life insurance, burial funds, etc. 

For Medi-Cal purposes, a client’s home of residence and one vehicle is exempt. The resource limit for one person is $2,000 and for two people it is $3,000*. The property limit is then increased for each additional dependent living in the home. *The resource level is significantly increased for persons entering Long Term Care (Nursing Home) who have a spouse still living at home. 5. What services does Medi-Cal pay for?

Medi-Cal may pay for:

• Outpatient (ambulatory) services
• Emergency services
• Hospitalization
• Prescription drugs (If eligible to Medicare, Medi-Cal will not pay for prescription medications)
• Mental Health and Substance Use Disorder Services (including behavioral health treatment prescription drugs)
• Programs such as physical and occupational therapy and devices
• Laboratory services
• Preventive and wellness services and chronic disease management

6. How do I apply for Medi-Cal?

You must complete a Medi-Cal application and provide the required  documents. Applications may be picked up at:

Or you may contact the office by phone at 707-253-3818 and have  an application mailed to you. You can also complete the application  on-line at Covered California or C4yourself websites. Applications are processed by mail or on-line, although applicants have the option of in-person interviews. 

7. What documents may I be asked to provide?

8. How much does Medi-Cal cost?

9. What is Partnership?

10. Does everyone on the Medi-Cal application have to be a U.S. citizen or U.S. national?

11. Can green card holders, including those who have lived legally in the US for fewer than 5 years, apply for Medi-Cal?

Yes. A lawful permanent resident (green card holder) is eligible for Medi-Cal regardless of their date of entry if they meet all other eligibility requirements. Under current Medi-Cal policy, eligible green card holders can get full scope Medi-Cal in California even if they have been in the United States for less than five years. 12. What is the difference between Medi-Cal services provided at Self-Sufficiency and those provided at Comprehensive Services for Older Adults?

The Medi-Cal programs offered through Comprehensive Services for Older Adults are primarily focused on the elderly and disabled population here in Napa County as the regulations for the program are more complex and comprehensive than those offered through Self-Sufficiency. 13. My husband and I are applying for Medi-Cal; do I need to fill out two applications?

14. What is a Medi-Cal Notice of Action (NOA)?

A Medi-Cal NOA is a written notice that gives Medi-Cal applicants and beneficiaries an explanation of their eligibility for Medi-Cal coverage or benefits. The NOA should include the eligibility decision and effective date of coverage, as well as any changes made in your eligibility status or level of benefits. The NOA must also include information about your hearing rights and how to appeal the decision if you disagree with the eligibility determination. 15. How do I get a new Medi-Cal benefit card?

You can call 707-253-3818 or come into the Comprehensive Services for Older Adults office and request a new card. The cards are mailed out from the State of California at the close of business. You should receive a new card within four to six business days.

16. What do I do if I got one Notice of Action (NOA) saying that I am approved for Medi-Cal and another NOA with a different date saying I am approved or denied for Medi-Cal?

If both NOAs say you are eligible, then you have eligibility from the earliest month listed on your NOAs. If you got two NOAs, and one says you are eligible and the other says you are not eligible, then you have eligibility from the month listed on the NOA saying you are approved.
