The Napa County Housing and Homeless Services Department is issuing this Request for Proposal (RFP) in order to secure the services of an individual or organization to provide routine training at the South Napa Shelter for animals referred to the Pet Assistance and Support (PAS) program, over a two-year period. PAS is a state grant program intended to reduce barriers for individuals experiencing homelessness with pets by making accommodations for pets in shelter settings. The goal of the program is to connect shelter guests and their animals residing at the South Napa Shelter with services promoting health and successful housing outcomes. Keeping people with their pets can be a key tool in connecting clients to housing. For animals to have a successful stay at South Napa Shelter, and maintain that success once housed, it is important to address behavioral concerns that can arise when training is needed.
