The Napa County Library is governed by state law and functions under the authority of the County Board of Supervisors. An eight-member Library Commission serves as the Library's policy advisory board. The commission consists of eight members, three appointed by the County Board of Supervisors, two appointed by the Napa City Council, one appointed by the American Canyon City Council, one appointed by the Calistoga City Council, and one appointed by the Yountville Town Council.

Frequently referred to as America's greatest societal experiment and mistake, Prohibition filled the Napa County newspapers full of unique stories. These true historical accounts range from the expected to the surprising as well as the tragic to amusing. They will feature accounts of the routine saloon and speak-easy raids to shoot-outs to measures taken to sidestep the law including grape bricks, dried fruit marinated in liquor as well as medicinal and sacramental exemptions.
